How do oil dealers know when your tank is full?

So I had my oil tank filled yesterday and as usual I just told the oil dealer to "fill it up". Do oil dealers have any real way of knowing when the tank is full? Every time I call to have a dealer fill it up I get a different level. On this most recent fill up my gauge is now in between full and 3/4's of a tank. I've had other fill ups where my gauge is above the full line.
Whats the deal?

They have a whistle attached to the nozzle that lets them know when the tank is full. Unfortunately those whistle don't always work correctly. Also the cheap plastic gauge attached to your tank might not be accurate. At any rate your lucky it stopped and didn't end up with a basement full of oil! That actually happened to a friend of mine last year. Needless to say it was an ugly situation.
600+ gallons a winter.
